At the outset, let me say that it is a pleasure to be here today and to see so many persons from all walks of life who have gathered because they understand the importance of this occasion.

We are gathered for the conferment of the Key to the City of Kingston to Mr. Rodney Basil Price, known to the world as Bounty Killer. Before I speak about the significance of this moment, I want to first extend congratulations on behalf of the City of Kingston. This recognition has been a long time coming, and it is truly deserved. I am confident that if his mother, Mama Ivy, were here today, she would be immensely proud of her son. Bounty Killer has often spoken about the important role she played in his life, and the influence she had in shaping the man he has become.

An occasion like this reflects the values of the city. The people who we choose to honour are a statement about what we respect, what we celebrate, and what we believe is worthy of recognition. Today, in honouring Bounty Killer, Kingston is recognizing talent, perseverance, cultural influence, and a journey that has inspired many.

Bounty Killer comes from Seaview Gardens. This is where his journey began. Too often, communities like Seaview Gardens are viewed through the lens of their challenges rather than their possibilities. People sometimes make assumptions about what someone can achieve based on where they come from. But as we all should know by now, an address does not determine a person's potential.

What Bounty Killer's life demonstrates, in the clearest possible terms, is that potential exists in every community. Talent, discipline and determination can emerge from anywhere. For our young people especially, we must continue to reinforce the message: where you start does not limit where you can go.

But for that potential to be realized, we must create the conditions that allow talent to grow. We must build an environment where creativity is recognized, supported and given the opportunity to become a source of livelihood.

The entertainment and the creative industry, and music in particular, occupiesa significant place in Jamaica's economy and global influence. It createslivelihoods and gives this country a cultural reach that few nations can match.

There are countries many times our size, with far greater resources, that cannot produce the global impact of a Jamaican “riddim”, a Jamaican voice, or our sound system culture. This is an industry that has helped shape how the world sees Jamaica, and it deserves the same level of attention and investment that we give to other sectors that contribute to our national development.

The challenge is that we have not always captured the full value of what we have created. Too often, recognition comes after success has already been achieved. We must do more to invest in our talent, strengthen the systems that support the creative sector, and create more opportunities for Jamaicans to build sustainable careers from their creativity.

That responsibility extends to local government as well. The Kingston and St. Andrew Municipal Corporation remains committed to supporting the music and entertainment industry through every avenue available to this Corporation. We understand what this industry means to the people of this municipality and across the island.

For many Jamaicans, this industry represents opportunity. It is a pathway through which a young person from a community like Seaview Gardens can develop their talent, create income, and build a future.

That is what gives today's ceremony its significance. It is also important to note that Bounty Killer is among a number of Jamaicans whose contributions have helped shape our city and our country, and in due course, others who have made significant contributions will also be considered for this honour.

When we present Bounty Killer with this key, we are recognizing over three decades of music and cultural contribution. But we are also recognizing an artiste who carried Jamaica's stories, experiences and realities to audiences across the world.

We are also recognizing someone who used his platform to create opportunities for others through the Alliance movement. His contribution extends beyond his own success and reflects the impact that one individual can have on an entire generation. Most importantly, we are recognizing a son of Kingston who has remained connected to where he began. Bounty Killer never had to leave Seaview Gardens behind to become who he became. He carried his community with him, and that is a powerful example of what success should represent.

And because a name like this deserves to be honoured in a way that lasts well beyond today's ceremony, Wenchman Road will officially be renamed Rodney Price Drive. It means that long after this ceremony has ended, his name will remain fixed to the very community that raised him, so that anyone who passes through Seaview Gardens will know that greatness came from these streets.

So, Bounty Killer, on behalf of the citizens of Kingston, thank you. Thank you for the music, for the mentorship, and for the contribution you have made to Jamaica's culture. This city is proud to recognize you as a son of Kingston, and it is our honour today to place this key in your hands.
