In a major step toward enhancing public health and municipal infrastructure, the Kingston and St. Andrew Municipal Corporation (KSAMC) has officially opened newly refurbished sanitary conveniences in Gordon Town Square and at the Rocky Park Sports Centre in Harbour View.

To ensure the long-term preservation and upkeep of the amenities, the Corporation signed Memoranda of Understanding (MOUs) with respective citizens’ associations and community councils during civic ceremonies held on Sunday, September 6, 2026. Under these agreements, Joint Management Committees comprising local community leaders and KSAMC representatives will oversee daily operations, monitor facility attendants, and establish direct lines of communication for maintenance.

Speaking on the initiative, His Worship the Mayor of Kingston, Councillor Andrew A. Swaby, JP emphasized that municipal management must be a shared undertaking.

"These initiatives reflect this Administration’s firm commitment to working in direct partnership with local communities to achieve sustainable improvements," Mayor Swaby stated. "The KSAMC cannot, and should not, undertake the responsibility for maintaining our neighborhoods alone. When local community representatives are actively involved, there is a greater sense of ownership and accountability, issues are identified more quickly, and the Corporation is better able to respond to the needs of residents."

SHARED STEWARDSHIP & LOCAL GOVERNANCE

Under the terms of the MOUs, the KSAMC retains overall responsibility for structural integrity, major electrical and plumbing repairs, and technical interventions. In turn, community partner organizations, including the Gordon Town Citizens’ Association, the Gordon Town Community Council, the Harbour View Citizens’ Association, and the Harbour View Community Council will provide grassroots oversight of daily cleaning, care, and hygiene standards.

Key features of the partnership framework include:

·       Joint Management Committees: Each community organization will nominate two representatives to serve on a Joint Management Committee tasked with monitoring facility conditions and attendant performance without replacing routine staff.

·       Early Issue Identification: Local oversight ensures minor defects, plumbing issues, or maintenance needs are reported promptly to the KSAMC before requiring major structural intervention.

·       Protection Against Misuse: Residents and visitors are urged to take proud ownership of the amenities, utilize them responsibly, and actively deter vandalism to safeguard public funds for future community projects.

A REPLICABLE MODEL FOR PARISH DEVELOPMENT

The dual openings in Gordon Town and Harbour View serve as a working blueprint for future public amenity projects across Kingston and St. Andrew. By combining municipal funding with civic stewardship, the KSAMC aims to strengthen public trust while maintaining clean, safe, and functional spaces for residents and visitors alike.
