AMANDA System
I am pleased to advise that the KSAMC has reintroduced the mandatory use of the Application Management and Data Automation system, commonly known as AMANDA. This action implements a key recommendation arising from the three-member panel review established last year.
Effective March 2, 2026, all applications are required to be entered into the AMANDA system. This represents a critical step in strengthening transparency, accountability, and operational efficiency. The system enables real-time tracking of applications, supports adherence to established timelines, and enhances our ability to hold officers accountable for performance.
AMANDA also facilitates virtual referrals to key commenting agencies, including the NEPA and the National Works Agency (NWA), which helps to improve inter-agency coordination and reducing processing delays.
For applicants, the system introduces a long-overdue level of transparency, allowing submissions to be tracked using a unique reference number and providing greater visibility into the status of applications.
While the effectiveness of this system depends on the Corporation, it also requires the full cooperation of applicants. Submissions must be properly prepared and compliant with the relevant standards. Where additional information is requested, it must be provided within the stipulated timeframe, failing which an application may be adversely affected.
I also wish to make it clear that applications submitted on or after March 2 will not be considered by the Building and Town Planning Committee unless they have been entered into the AMANDA system. This requirement is not optional—it is a necessary step in modernizing our processes and improving institutional performance.
Our officers and support staff are further reminded that consistent and proper use of the system will form an integral part of performance evaluation going forward.
We encourage all stakeholders to familiarize themselves with the AMANDA system and to utilize it fully as we advance toward a more efficient, transparent, and accountable municipal service.
His Worship the Mayor of Kingston
Councillor Andrew A. Swaby, JP
